The Biodiversity Beyond National Jurisdiction (BBNJ) Agreement marks a significant step in governing global commons, yet faces implementation challenges regarding marine genetic resources (MGRs). Key limitations include ambiguous definitions of derivatives, tension between freedom high seas and common heritage principles, uncertain benefit-sharing models. In response, this paper proposes three improvements: (1) expanding MGRs interpretation under the Vienna Convention to accompanied by clarifying negative list; (2) implementing phased mechanism that progressively incorporates principles as approach commercialization; (3) developing hybrid model combining monetary non-monetary contributions with minimum standards ensure benefits for States. These solutions would enhance biodiversity protection while ensuring equitable distribution MGR benefits.

This research aims to determine the effectiveness of group guidance services through problem-solving techniques reduce students' social loafing. The method used is quantitative, with a pre-experiment design one pretest-posttest. primary and secondary data in this are secondary. Secondary was obtained from documentation, while questionnaire Likert scale. population study 63 students at MTs Islamiyah Hessa Air Genting. Sample as many eight people who had loafing behavior. Samples were taken using purposive sampling technique. Data collected analyzed Wilcoxon Signed Ranks Test SPSS For Windows Versions 22.0 statistics program. results show that significant value Asymp. Sig(2-tailed) < 0.05, namely 0.012. means effectively students.
