Increasingly, scholarly debates and policy developments on citizen participation in energy transitions have included calls for 'energy democracy' active forms of citizenship'. The concepts are tightly connected to the debate transition, need a decentralised system, based renewable increased local ownership. two exist parallel sometimes used as synonyms with clear distinctions made between them. This spurred an interest systematically investigate them further. aim this paper is identify similarities differences synthesise their contributions transitions. Given the growing frequency, severity, and salience of social mobilization community action on energy climate issues, in this study we systematically explore configurations types infrastructure, actors, tactics, outcomes recent opposition to transitions across seven carbon-intensive regions Asia, Europe, North America. Based both a literature review an original dataset 130 case studies spanning past decade, track wide range infrastructure these regions, including low-carbon options such as renewable nuclear power; provide network analyses actors coalitions involved events; develop typology frequency analysis tactics (such litigation or protest), remuneration, policy change, concessions, labor protections). We show that politics varies significantly from country energy, discuss how can be explained by differences national institutions their responses global supranational pressures. For the energy transition, Social Innovation (SI) has been defined as innovations that contribute to low-carbon civic empowerment, and social goals through initiatives such new forms of governance, configurations, supportive policies regulations, business models. Here we propose a framework for considering the justice issues of industrial cluster decarbonisation, pressing challenge confronting many industrialised economies. Amidst heightened global power rivalries, the geopolitical aspects of energy transition are taking centre stage, with even liberal-minded countries growing wary about foreign investment in sector and dependencies created by value chains green technologies.
