A

carbon
energy

transitions

development
pathways

recognized.
How
to
meet

been

the

a
growing
body

research

policy
implementation.
This
paper
presents
our
perspective
on
some
most
powerful
insights
have
emerged
from
this
ongoing
work.
In
particular,
we
highlight
how
sustainability
can
be
usefully
conceptualized,

environmental
goals

reduction

greenhouse
gas
emissions
and
increasing
share
renewable
energy
sources
in
mix

marginalized

circumstances
pose
a
significant
problem
for
countries

Eastern
Europe;
therefore,
this
article
presents
an
assessment
effectiveness
(EoEP)
implementation

multi-criteria
analysis
using
