The energy consumption structure in underdeveloped rural areas of China has long been dominated by fossil fuels. Such a not only makes it difficult to improve the living environment but also hinders stable development economy. For these regions, improving is one key tasks China’s revitalization strategy. As clean with huge potential, renewable can provide convenient and low-cost solution for transformation improvement areas. This study takes Gansu Province, typical region China, as research area uses multi-objective evaluation analysis model evaluate potential substitution at county scale Province. Then, through obstacle factor model, factors are revealed, providing basis scientific formulation policies economy found that counties Province generally low shows significant temporal spatial differences. The pharmaceutical industry is a cornerstone of national economies and plays critical role in public health. However, China’s faces significant challenges, including regional disparities development. existing research on operational efficiency evaluation primarily focuses financial or innovation metrics, lacking comprehensive approach. Moreover, studies the environmental impact often rely limited set indicators, failing to offer holistic understanding how factors influence efficiency. This study aims address these gaps by comprehensively evaluating analyzing broader To achieve objectives, employs Three-Stage Data Envelopment Analysis method combined with Principal Component evaluate across 31 provinces China, considering both dimensions.The findings reveal that overall has improved annually, gradually narrowing.
