ABSTRACT To fulfill the frequency control requirements of power system, virtual plants (VPPs) need to aggregate and coordinate a large number flexible resources. Traditional static aggregation methods, which fixed composition coordination strategy resources, face significant challenges with diverse requirements. address this issue, paper proposes dynamic multiple resources in VPPs meet evolving performance control. First, K‐medoids clustering method is applied reduce dimension large‐scale thereby reducing complexity difficulty controlling Then, considering that intra‐hour as well resource pool are usually minor changing, two‐stage optimization model based on submodular theory for dynamical aggregation, enables rapid selection allocation VPPs. The effectiveness proposed validated IEEE 10‐generator 39‐bus system 10,000 results show compared existing techniques, enhances flexibility reduces calculation time by almost 22 times while guaranteeing performance.
