ABSTRACT This study aims to provide comprehensive guidelines for effective and sustainable system‐wide transformation in innovation policies by considering emerging challenges trends. Urban coastal communities are among the most vulnerable to flood hazards, with these threats set increase under climate change. Knowledge of how uncertainty shapes passive or proactive local decision-making processes adaptation remains sparse – significant potential inform resilient and sustainable futures. To understand decision dynamics, we developed a serious game simulate governance roles, resources, assets involved in managing risk uncertain scenarios. Using data on actions workshops conducted Philippines, identify three distinct archetypes collective decision-making: (1) Hierarchical Alliances; (2) Passive Enthusiasts (3) Deliberative Strategists. We then examine respond situational, temporal, choice, outcome uncertainties present change scenarios, uncovering six strategies used act, reduce, supress, forestall uncertainties: (a) resource sharing; (b) coordination; (c) early action; (d) mobilising values; (e) transferring accountability; (f) balancing. In this article we present novel place-based online educational resource platform – Climate Smart which seeks to expand the capacity of young people engage in one dimension action: adaptation planning. Abstract Background The present study was conducted with the aim of designing and validating questionnaires for evaluating public health students' knowledge, performance, satisfaction (KPS) in course educational technology. Methods qualitative‐quantitative approach. Qualitative stage done based on experts' opinion related articles developing, designing, tools. For tools, face validity content 10 expert panel. In quantitative stage, all initial validated tools were implemented 50 students determining reliability. reliability calculated using internal consistency method items Cronbach's ⍺ coefficient, Kuder–Richardson. All analyses SPSS‐19 software. Results field qualitative research, an assessment tool consisting 20 four‐option questions designed. this confirmed opinions experts, CVI Total = 0.862 CVR 0.885. Additionally, through testing students, resulting a coefficient r 0.780.
