Abstract Background Talent is a crucial resource for economic and social development, serving as the driving force behind urban progress. As China experiences rapid growth in digital city construction, capability of e-services continues to improve incessantly. In China, new-generation highly educated migrants (NGHEMs) account ~ 20–30% total floating populations. This study aimed explore settlement intention migrations from new perspective e-service capabilities. Furthermore, mechanism on NGHEMs will be proved. Methods paper employed data Migrants Dynamic Survey 2017 Evaluation Report Government E-service Capability Index (2017). Descriptive analyses were conducted investigate factors influencing destination city. Based principle utility maximization, LASSO regression was select individual characteristics that determined NGHEMs. The impact analyzed by using ordinal logit model. Additionally, robustness check, endogeneity analysis, heterogeneity analysis performed validate benchmark results. Finally, mediation model examine whether enhance improving livability innovation. Results results indicate promote NGHEMs’ cities. Moreover, are still robust through series tests. regional heterogeneity, significantly enhances with male female, married household registration, can over 3 million inhabitants those eastern regions China. intermediary effect test shows Conclusion highlights important migrants. conclusions this provide suggestions government use when designing policies development e-services.
