The efficacy of electronic government (E-Government) initiatives relies significantly on requirements engineering (RE). Every wants sustainable solutions in the implementation E-Government projects. current research has adopted a mix methods. After conducting comprehensive systematic literature review (SLR), author conducted case study to evaluate proposed model. The public sector is actively pursuing digital transformation to ensure continuous operations and relevance. While existing research has outlined essential prerequisites for successful transformation, there recognition of willful ignorance concerning these prerequisites. Public servants may in other words deliberately avoid understanding the necessary conditions often driven by strategic motives such as evading responsibility and/or accountability. phenomenon constitutes an important yet under-researched area within study government. Abstract Even though Sub-Saharan Africa (SSA) is lagging in digital technology adoption among the global average, there substantial progress terms of Information and Communication Technology (ICT) access use, where it plays a crucial role increasing quality life regions. However, gaps still exist within continents, even across African nations has shown an increase progress. This paper aims to explore factors that contribute different rates three technologies SSA, specifically mobile phones, fixed broadband, telephones. The methodology utilizes panel regression analysis examine data sourced from World Bank, which consists 48 SSA countries 2006 2022. findings show consistent growth phone subscriptions, telephone broadband internet shows stagnant Furthermore, infrastructure, human capital are most significant addition other influencing factors. results this study provide governments with insightful advice on addressing divide accelerating their transformation.

Examining Digital Government Maturity Models: Evaluating the Inclusion of Citizens DOI Creative Commons

Digital transformation affects nearly every sector of society and is seen as a strategic approach to addressing evolving demands, including those citizens, demographic shifts, skill shortages. To tackle these challenges, governments have begun shifting from government-centric citizen-centric approach, tailoring e-services citizens’ life events actively involving them in decision-making processes. government maturity models (DGMMs) are essential tools for assessing digital readiness guiding transformation, but their attention citizen-centricity varies significantly. This study examines 18 DGMMs, revealing that 17% do not mention 33% reference minimally, only 50% integrate citizen considerations extensively. research identifies seven themes where citizens were explicitly addressed the DGMM, stages, areas focus, enablers, constraints, metrics, insights, recommendations. Despite increased policy emphasis on citizen-centricity, gaps remain translating this into actionable frameworks within DGMMs. contributes thematic matrix insights advance approaches, fostering public value creation, transparency, trust. The findings offer guidance researchers practitioners develop improved align efforts with needs, ensuring inclusive effective transformation.

This study explores the relationship between government and citizen in digital age proposes a specific path to realize value co-creation of age. Purpose The adoption of e-taxing plays an important role in modernizing tax administration. Ghana, like many other developing countries, has adopted to modernize its revenue collection processes and improve tax-to-GDP ratio. This study aims examine the current state maturity focusing on advancements made what can be done achieve a mature system. Design/methodology/approach Through qualitative design, interviews were conducted with Ghana Revenue Authority, National Information Technology Agency Businesses provide in-depth understanding strengths, weaknesses opportunities for improving maturity.
