Promoting electronic certificates (e-certificates) is an important convenience measure to realize the high efficiency and intelligence of digital government services. This study develops a research model based on behavioral reasoning theory (BRT) regulatory focus (RFT) understand public's application behavior e-certificates, thus expanding empirical exploration service from perspective audience psychological motivation. A two-stage mixed-method approach used: first phase involved qualitative interviews determine reasons for against applying e-certificates; second comprised quantitative with 496 valid samples using PLS-SEM examine model.
