Abstract Organizations increasingly use Generative Artificial Intelligence (AI) to create strategic documents, legislation, and recommendations support decision-making. Many current AI initiatives are technology-deterministic, whereas technology co-evolves with the social environment, resulting in new applications situations. This paper presents a novel view of governance by organizations from perspective complex adaptive systems (CASs). is conceptualized as socio-technological system which people, policies, systems, data, AI, processes, other elements co-evolve. The CAS lens draws attention focusing on entire organization, taking an outward considering public values societal concerns. In this paper, we report on a qualitative exploratory case study of national-level government-led digital transformation. Background Artificial Intelligence (AI) is at the forefront of today’s technological revolution, enhancing efficiency in many organisations and sectors. However, some research environments, its adoption tempered by risks AI poses to data protection, ethics, integrity.
