Government intervention has become an important measure to restrain groundwater overexploitation. This paper analyzes the effect of three types government measures, namely, guidance, incentive and constraint, on farmers’ utilization behavior, from perspective scale-heterogeneity, using general quantile regression model, by survey data 1122 households in well irrigation area north China. The results showed that: (1) guiding measures have negative effects usage, while restrictive is not obvious. guided policy superior as governance effect. (2) With increase land scale, influence shows a trend weakening, demand reduction farmers stronger. When it comes different point water consumption, when at level 0.25, most obvious inhibitory consumption farmers, begin play core role. with consumption. (3) In addition, also affected gender, cognition resources shortage, ecological cognitive level, acquisition ability disaster information, village rain conditions, degree rights market development, feelings fee increase, irrigated disputes village, collective economic village. selection tools flexible according scale for over-extraction control.
