This paper takes upper Yellow River section as research area, adds policy variables Theory Planned Behavior (TPB). An integrated theoretical framework established from two levels personal psychological cognition environment, which can comprehensively consider multiple factors that affect individual behavior. uses Structural Equation Modeling (SEM) empirically analyze impact on public's willingness behavior participate compensation. The results showed three cognitive attitude, subjective norm perceived control had a significant also has public coefficient 0.085, 0.551. existing policies carbon neutral contexts have stronger effect behavior, but weaker participate. play small role mobilizing enthusiasm level, direct conclusions this help broaden provide new ideas methods for improving mechanism basin.
