Urban–rural integration (URI) is essential to achieving sustainable development. However, the rural areas surrounding large cities typically have a scale and significant differences in development conditions. It necessary formulate policies by category better promote integrated between urban areas, stimulate vitality, create more opportunities for This study constructs an evaluation system under URI, using Xi’an metropolitan area as case study. A clustering algorithm enhanced random forest (RF)–principal component analysis (PCA)–partitioning around medoids (PAM) method applied evaluate comprehensively. Key findings this include following: (i) URI should be decoupled from administrative divisions, considering complex impacts of multi-town functional spillover; (ii) ecological environment, economic development, public service allocation, construction land supply are key factors influencing URI; (iii) overall index presents “high center, low east west” pattern.
