As one of the important energy industries, safe production coal mines not only concerns safety employees, but also affects sustainable development society. Recent rescue cases have shown that layout material bases and allocation emergency materials need to be further optimized. For this problem, paper adopts hierarchical reserve mode for first time, combining mode, multi-level base selection model, fuzzy analytic hierarchy process (FAHP) method determine optimal location mine in Liaoning Province. Determine level through evaluation clustering analysis various materials. Improve traditional gravity model construct a multi-objective planning site selection. Apply real regional data use genetic algorithm (GA) solve model. Then, scheme was selected using FAHP, sensitivity conducted. The research results indicate that: (1) 9 county-level, 6 city-level 2 provincial-level will constructed. (2) is affected by costs, density road networks. (3) can significantly reduce construction cost bases. Compared it costs 86.6%. single-level bases, still 74.7%. used reserves, which promote improvement capabilities.

Flooding in urban areas is expected to become even more common due climatic changes, putting pressure on cities implement effective response measures. The safety of cyclists on city streets is a significant concern, particularly with the rising number accidents in densely populated areas. Urban environments present numerous challenges, such as complex road networks and heavy traffic, which increase risk cycling-related incidents. Such concern has been recurrent, even within smart scenarios that have focused only expanding cycling infrastructure. This article introduces an innovative low-cost embedded system designed to improve urban areas, taking geospatial data input. By assessing proximity emergency services utilizing GPS coordinates, can determine indirect current level for cyclists, providing real-time alerts when crossing high-risk zones. Built Raspberry Pi Zero board, this solution both cost-effective efficient, making it easily reproducible various settings. Preliminary results Porto, Portugal, showcase system’s practical application effectiveness enhancing supporting sustainable mobility.

Emergency scenario characterization and analysis is an essential approach to describing understanding the future development of emergencies assisting in response decision-making. This paper aims develop a method for emergency evolution scenario-based way improve “scenario response” A systematic conceptual framework (ESE) has been developed based on domain knowledge management disaster system, combined with representational ability element model. In addition, modelling ESE generalized stochastic Petri net (ESEGSPN) proposed depict evolutionary uncertainty through basic control flow optimize parameter using fuzzy theory. Finally, COVID-19 pandemic used as case study show how ESEGSPN works.
