In recent years, public health emergencies have become frequent worldwide. response to these complex and evolving emergencies, the organizations involved are increasingly collaborating with each other. From a systems thinking perspective, greater attention should be given long-term development continuous operation of emergency collaboration systems. By time slicing COVID-19 epidemic in Wuhan, different phases networks can respectively established. A new method for identifying key organization nodes network attack strategies is proposed, assessing effectiveness from two dimensions: efficiency resilience. The results indicate that, compared random strategies, resilience significantly affected by deliberate underscoring network’s sensitivity high-importance nodes. Based on variations resilience, forms classified into four types. pre-emergency categorized as resilience-focused, mid-emergency efficiency-oriented, post-emergency efficient-resilient, overall inefficient-fragile. Analyzing at offers deeper understanding operational characteristics, dynamic changes, existing issues within networks. This study provides vital theoretical basis practical guidance management departments decision-makers how effectively improve mechanisms between organizations.
