Urban flooding is a widespread and impactful natural hazard, presenting considerable challenges to urban areas. Integrating peri-urban forests (PUFs) into flood management strategies has emerged as promising approach mitigate hazards. Citizen engagement in PUF can enhance risk reduction efforts. A notable research gap exists understanding the factors influencing citizens’ intentions participate for mitigation. To address this gap, study investigates determinants shaping intention engage Using an extended Theory of Planned Behavior framework—which incorporates environmental awareness perception—this surveyed visitors PUFs Tehran. Structural equation modeling with SmartPLS was applied examine relationships among these variables. The findings reveal that attitudes, subjective norms, perceived behavioral control, significantly influence intentions. In contrast, had no significant effect. This highlights importance fostering positive attitudes toward management, creating supportive social environment, empowering individuals knowledge resources, emphasizing hazard reduction. results provide empirical evidence supporting inclusion key determinant model. Objective: This study investigates the challenges and opportunities of managing urban flooding in Semarang Old Town, a historic heritage district, aiming to propose integrated solutions that enhance flood resilience while preserving cultural heritage. Theoretical Framework: Grounded theory, conservation frameworks, nature-based (NBS), this integrates risk management, community-centered planning, sustainable practices address interplay between infrastructure, community involvement, environmental sustainability. Method: A mixed-methods approach was employed, combining field surveys, semi-structured interviews with stakeholders residents, spatial analysis using hydrological modeling. Quantitative data on sedimentation rates (45–95 cm) drainage capacity provided critical insights, complemented by qualitative assessments stakeholder perspectives challenges. Results Discussion: The identified inadequate high levels, limited financial resources as primary barriers effective management. Global climate change has intensified flood disasters at the local scale. In response, this study constructs a resilience indicator system urban scale based on “pressure-state-response” (PSR) model. Indicator weights were determined using analytic hierarchy process–entropy weight method (AHP-EWM), of 35 cities within Yellow River Basin from 2010 to 2021, and their spatiotemporal evolution patterns, spatial correlations, determinants analyzed. The results indicate that shows an upward trend over time, with stronger observed in upstream downstream weaker midstream cities. correlation was significantly positive 2010, 2015, while it exhibited non-significant, fluctuating declines other years. Most Henan Shandong provinces are characterized as high–high agglomeration type, whereas most Shanxi Shaanxi classified low–low type.
