In
order
to
investigate
the
strategy
choice
of
each
player
in
capacity
sharing,
article
constructs
a
tripartite
game
model
based
on
provider-capacity
demander-government,
introduces
prospect
theory
and
conducts
numerical
simulation
analysis
using
MATLAB.

show

Abstract
This
paper
focuses
on
the
implementation
of
“C‐ROSS
II”
and
utilizes
an
evolutionary
game
model
to
investigate
regulatory
issues.
Based
prospect
theory,
a
three‐party
is
constructed
among
agencies,
insurance
companies,
consumers
with
incomplete
rationality,
examining
stability
strategies.
Meanwhile,
considering
different
attitudes
policyholders
in
face
loss
return,
heterogeneous
risk
preference
analyzed
by
changing
parameters.
The
results
show
that
increases
penalty
amounts,
positive
incentives,
consumer
sensitivity
losses
will
promote
evolution
system
optimal
stable
equilibrium
point.
However,
rises
brand
incomes
rectification
costs,
as
well
decreases
capital
decrease
probability
authorities
enforcing
strict
