ABSTRACT This study analyses the determinants of global competitiveness in 2018 and 2023, focusing on governance, social progress, economic dynamics, sustainability, human development. Using an Ordered Probit Regression model, countries are classified into low, middle, high tiers, enabling a structured assessment how these factors influence rankings over time. The results indicate that reducing corruption improving progress key to enhancing across all as governance quality capital investment significantly impact advancement. Environmental performance trade openness present trade‐offs: while they support long‐term growth, impose short‐term costs, particularly highly competitive economies. Human development emerges consistent driver upward mobility, emphasising importance sustained education healthcare. contributes uniquely by providing two‐year comparative analysis employing Model assess competitiveness, offering deeper insights transition between tiers. findings highlight need for tailored policy approaches: low‐tier nations should prioritise institutional reforms, middle‐tier economies focus innovation‐driven advanced must balance environmental policies with sustainability. Libya is primarily concerned with the green economy as it relies on a single source of national income and energy. It loses its industrial countries abandon fossil fuels replace them environmentally friendly alternative energy sources. Therefore, must begin battle for transformation, policymakers need to develop strategies rapid safe transition sustainable development. This research outlines basic framework by reviewing other countries' experiences theoretical studies. proposes temporal financial transformation plan that includes three paths achieve transition. The first path involves reducing emissions using natural gas instead oil fuel introducing carbon capture systems in polluting systems. second suggests increasing contribution zero-emission technologies mix, such solar energy, wind hydrogen. third enhancing negative emission environmental like reforestation algae cultivation, localizing renewable industries, facilitating investment zero projects. also aims development utilizing petrochemical which will generate more revenue jobs than burning production. To implement this strategic plan, $8.3 billion needs be allocated installing all electric power plants, plus approximately $7 million annual payments maintenance operation. Additionally, around $39.5 required establish concentrated plants use clean fuels, operation estimated at $735 million. Furthermore, about $2.1 needed forests, $2.5 managing 20,400 hectares net-zero current industry.
