Algeria’s resource-dependent economy faces significant challenges in balancing hydrocarbon reliance with environmental sustainability, yet existing research largely overlooks the comprehensive load capacity factor (LCF) metric favor of traditional emissions analyses. This study examines relationships between LCF and key economic–environmental factors Algeria from 1980 to 2023, including total natural resource rents, energy transition, technological innovation, GDP, primary consumption, urbanization. Using ARDL DARDL econometric approaches complemented by a kernel-based regularized least squares analysis, captures both linear nonlinear while accounting for asymmetric dynamics short- long-term perspectives. The findings reveal that urbanization significantly impair LCF, consumption shows minimal positive impact. transition initiatives demonstrate mixed effects, highlighting complexities green implementation economies. Public sector digitalization and technological innovation are increasingly being recognized as key drivers of sustainable development. To maintain growth, it is imperative for economies within the European Union (EU) to adopt public practices mitigate risk negative economic environmental outcomes. This paper uses the two-way fixed effects model to empirically examine impact of World Uncertainty Index (WUI) on Green Patents (GPs). Quantitative results indicate that WUI negatively affects GPs, meaning world uncertainty significantly hinders green technology innovation. effect is mediated through relaxed environmental regulation and reduced financial support. These findings underline increased decreases both variables support, thus delaying innovation technology. Low-income countries’ weak economic technological bases have a statistically insignificant negative GP. However, significant indicated for high-income countries, reflecting their higher sensitivity uncertainties. The WUI’s more GPs experienced in middle-income countries due continuous development less adaptability.
