Abstract With scholars paying increasing attention to energy sustainability, integrating sustainable utilization into the energy‐related assessment framework is particularly useful for achieving SDG7. This study empirically assesses efficiency ( EE ) comprised of utilize stage and in China using a dynamic two‐stage data envelopment analysis model, its influencing factors including digital economy with fixed‐effect models. The findings reveal slight downward trend from 2011 2020, primarily due poor performance stage. subregional illustrates that clean use (CEU) more beneficial than reducing carbon emissions (CER). Introduction The recycling and repurposing of industrial solid waste is a crucial element sustainable development in growing industrialized nations. Methods An advanced two-stage Data Envelopment Analysis (DEA) model was employed to assess the effectiveness management across all 31 provinces China throughout period spanning from 2016 2022. Results research findings suggest following: (1) circular economy has shown varying degrees improvement efficiency most regions. (2) average resource reuse stage not higher than 0.4, indicating significant room for that requires serious attention. The industrial economy occupies a crucial position in China’s national economy, and eco-efficiency (IEE) as significant indicator of regional green development levels. Balancing the positive interaction between resource environment, enhancing ecological efficiency are vital for achieving sustainable economic development. This study measures IEE 115 cities coastal China based on panel data resources environment factors. Subsequently, it further analyzes influencing mechanisms future trends IEE. results indicate that overall is an upward trend, with higher values provinces regions characterized by faster better environmental conditions. Significant changes spatial patterns observed, gaps narrowing “multi-core” model emerging. Factors such per capita GDP, ratio pollution control investment to innovation index, proportion foreign direct labor productivity significantly positively influence In contrast, added value urbanization rate, number enterprises exhibit notable negative inhibitory effects.
