Abstract Digital infrastructure construction (DIC) is a crucial component of digital transformation, yet its impact on the sustainable development cities remains uncertain. To address this question, study employs Difference-in-Differences (DID) model to evaluate effects typical DIC policy, Broadband China Pilot (BBCP) policy. The research sample covers data from Chinese 2009 2019. DID estimation demonstrates that BBCP policy effectively decreased carbon emissions (COE). Robustness tests, such as parallel trend placebo propensity score matching DID, and local projection all confirm negative COE. Heterogeneity analysis reveals has greater mitigation effect COE in non-resource cities. stronger reducing with higher proportion green funds or lower fiscal expenditures. Further indicates significantly improves low-carbon ecological efficiency reduces intensity. results mechanism reveal lowers by enhancing industrial structure promoting technological progress. provides recommendations realm for developing countries achieve transformation low concurrently. The manufacturing industry serves as critical carrier for the empowerment of digital technologies and is cornerstone innovation development. Smart transformation (ST), propelled by technological advancements, has become a prominent area academic research, but its role in fostering co-development industries been overlooked. This study employs an empirical approach to examine causal mechanisms linking ST with regional economic development (RED), particularly emphasizing mediating effects exerted capacity (RIC). Leveraging panel data from 29 Chinese provinces spanning period 2009 2023, we constructed econometric model analysis. findings reveal that direct effect on RED, knowledge (KIC), infrastructure (II) partially mediated, while technology (TIC) completely mediated relationship. Theoretical contributions manifest three dimensions: First, drawing sociotechnical system theory diffusion theory, this paper establishes multidimensional framework ST, deepening theoretical underpinnings smart application aspects: base input, applications, market benefits. Second, it extends endogenous growth conceptualizing RIC sub-capabilities (KIC, TIC, II). Third, contributes RED literature exploring coupling between clusters ultimately concludes targeted policy recommendations optimizing strategies foster different industries.
