To prevent the escalation of COVID-19 transmission, China locked down one-third its cities, which strictly curtailed personal mobility and economic activities. Using comprehensive daily air quality data in China, we evaluated impacts these measures terms Air Quality Index (AQI) concentrations particulate matter with a diameter less than 2.5 μm (PM2.5). infer their causal relationships, employed difference-in-differences models that compare cities without lockdown policies. We found city lockdowns led to sizeable improvement quality. Within weeks, AQI locked-down was brought by 19.84 points (PM2.5 14.07 µg m−3) relative control group. In addition, formal also improved because enforcement other types counter-virus measures. The those 6.34 7.05 previous year. effects are larger colder, richer more industrialized cities. Despite improvements, PM2.5 during periods remained four times higher World Health Organization recommendations, suggesting much further effort is needed. Existing environmental policies could obtain similar improvements at lower cost, making an unsustainable option address issues. China today has an urgent need to develop low-carbon policies that also address local air pollution. This study uses a difference-in-differences model estimate the extent which China's Emissions Trading Scheme (ETS), directly addresses CO2 emissions, generated cobenefits by reducing PM2.5. Using monthly PM2.5 concentration and weather data for 297 Chinese cities from January 2005 December 2017, we find (1) ETS reduced concentrations 4.8%, this reduction effect is strongest in summer. The results are confirmed robustness tests including propensity score matching, mahalanobis distance two placebo tests, controlling atmospheric policies. (2) pilots have positive spillovers on neighboring nonpilot within 300 km of pilot cites, especially those downwind cities, ETS's primarily result firms adopting abatement activities adjusting industrial structure. (3) greater regions with larger carbon trading volume higher price. (4) caused may avoided 23,363 deaths saved $41.38 billion annually GDP.
