Abstract Urban green technology innovation (UGTI) is strongly tied to environmental regulations, which can successfully balance economic and benefits. Selecting the panel data for 280 Chinese cities during 2006–2019, we take energy saving emission reduction (ESER) demonstration city policy as a quasi-natural experiment, then employ difference-in-differences model examine effect its mechanisms of ESER on UGTI. Empirical results show that significantly promote UGTI, especially in western region, northern with weak government attention. At same time, China’s has stronger promoting UGTI where targets are more stringent. Mechanism analysis shows mainly promotes through two channels: increasing proportion science expenditure fiscal upgrading structure industry. In addition, find development positive effects by lowering carbon emissions air pollution. To achieve the goal of sustainable development, China has implemented energy conservation and emission-reduction policy. So far, there is still little evidence impact policiy on corporate behaviour. Therefore, this study collects data Chinese A-share listed companies from 2010 to 2017 applies staggered difference-in-differences method analyse policy environmental, social governance performance in China.
