Abstract In order to meet regional and national climate neutrality goals, decentralisation has placed the energy sector under local government governance, pushing municipalities take a more active role in planning decarbonisation. This study attempted assess extent which municipal efforts have been successful adaptation of low-carbon systems, what is current state initiatives concerning transitions. A composite index was constructed, incorporating nine indicators grouped into three main dimensions sustainable transition: efficiency, decarbonization, smart system deployment. Five Baltic Sea Region were analyzed, their transitions assessed: Gulbene municipality (Latvia), Tukums Taurage (Lithuania), Tomelilla (Sweden), Wejherowo (Poland). Using benchmarking approach, challenges opportunities transition selected identified, could be used as signals developing concrete sustainability action plans.

Climate Neutrality Through Scenario Analysis: A Local Authority Perspective DOI

One of the most significant contributors to world emissions is transportation sector, which presents a considerable obstacle decarbonization. The presented literature review considers local factors and emphasizes important part municipalities play in developing sustainable transport policies applying Avoid-Shift-Improve (ASI) framework. Municipalities, however, can encounter barriers including limited data, financial resources, competency despite advantages scenario-based planning; hence, simpler, insight-driven methods for efficient decision-making are necessary. This research paper develops analyses modelling scenarios guide authorities achieving climate neutrality sector. A case study Riga shows that while "avoid" yield moderate results, "shift" achieve greater reductions with earlier implementation, "improve" deliver long-term effects. Combining these strategies leads notable emission but remains insufficient by 2050, highlighting need integrated solutions such as intelligent urban planning 20-minute city concept.

As the urgency of addressing climate change grows, strategies such as developing zero-emission campuses to achieve carbon neutrality are becoming increasingly crucial. Yet, research in this field remains somewhat underdeveloped and fragmented. This study aims bridge gap, providing a scientometric analysis conducted on from 1997 2023, using data Web Science Core Collection. The analyzed 1009 bibliographic records with aid CiteSpace software, focusing identifying key co-authors, co-words, co-citations, clusters. findings indicate rapid increase campuses, significant surge number publications recent years, culminating 174 2021 alone. leading universities terms publication count were University California System, Egyptian Knowledge Bank, Chinese Academy Sciences.
