Under China’s rural revitalization strategy, peri-urban villages function as pivotal nodes in urban–rural integration. Existing policy research predominantly emphasizes macro-level land and industrial policies, neglecting their spatial development effects on villages. This study addresses the gap by constructing a quantification framework employing Vector Autoregression (VAR) model to analyze impacts development, focusing Dalian’s main districts from 2004 2023. The results indicate fluctuating yet upward trend effectiveness. Initial supply-side policies prioritized infrastructure whereas subsequent demand-side significantly enhanced living conditions, underscoring necessity of adaptive strategies. construction index exhibited notable heterogeneity, evolving clusters near zones expansion into areas like Jinzhou District, aligned with urban growth patterns. Granger causality analysis confirmed strong influence interventions, first-order lag VAR offering reliable predictions short- long-term effects. Amid the pressing challenges of global warming, carbon trading policies have gained increasing importance in advancing green development. This study employs Double Machine Learning (DML) to effectively process high-dimensional data and nonlinear relationships, integrating methods such as Difference-in-Differences (DID) systematically address endogeneity issues. Using an indicator system for High-Quality Agricultural Development (HQAD) covering 30 provinces, municipalities, autonomous regions, this aims evaluate impact pilot emissions (CET) policy on HQAD. The findings are follows: (1) CET significantly enhances Though positive effect has diminished, multi-dimensional robustness checks confirm results’ credibility stability. (2) Mechanism analysis shows that promotes HQAD through two key pathways: strengthening environmental regulation (ER) improving agricultural energy total factor productivity (AETFP). (3) Regional heterogeneity is evident, with eastern region showing most substantial effects, followed by western region, while central minimal impact. Regarding grain functional zones, significant main sales balance areas but weaker producing area.
