Globally,
food
waste
is
a
significant
environmental,
economic
and
social
issue.
Food
in
landfill
creates
the
potent
greenhouse
gas,
methane,
contributing
to
climate
change,
with
its
management
predominantly
falling
local
governments.
Despite
efforts
by
many
countries,
extensive
infrastructure
market
development
funding,
continues
be
landfilled,
apparently
similar
councils
taking
diverse
approaches.
Using
mixed
methods
study
design,
data
was
firstly
collected
from
National
online
survey
of
Australian
council-based
staff
(n
=
183),
descriptive
factor
analysis
revealing
strong
sense
structural
empowerment
(PCA.75
to.90)
preference
for
sourcing
information
networks
(48%).
These
results
informed
series
semi-structured
interviews
43)
which,
after
thematic
analysis,
provided
rich
insights
into
attitudinal
situational
interpretations
managers
bring
decisions
around
household
management.
Framed
four
pillars
Structural
Empowerment,
findings
suggest
that
manager’s
attitude
equally
as
important
support,
resources,
knowledge
that,
despite
mandates
targets,
individual
motivational
factors
organisational
paradigms
determined
decision-making.
Identified
barriers
included
perceived
capacity
constraints,
inadequate
focus
on
actionable
interventions,
fragmented,
uninspiring,
planning.
This
article
provides
1)
leveraging
dissemination,
2)
fostering
capacity-building
initiatives,
3)
advocating
sustained
engagement
diversion
within
councils.
underscores
need
additional
research
evolving
council
typologies
effectively
engaging
key
stakeholders
achieve
targets
address
change
impacts.

The
circular
economy
(CE)
has
become
key
to
achieving
the
environmental
objectives
set
by
European
Union
(EU).
This
transformative
process
requires
linear
production
processes

environmentally-friendly
models.

this
scenario,
present
study
uses
Data
Envelopment
Analysis
Sequential
Malmquist
Index
achieve
a
twofold
objective:
(1)
analyse
effectiveness
of
national
CE
policies
applied
19
EU
Member
States
(2)
identify
items
circularity
that
need
improvement,
in
order
support
decision-makers
implementation
appropriate
policies.
results
confirm
measures
adopted
have
had
positive
impact,
leading
more
efficient
patterns
designed
desired
climate
neutrality.
Policymakers
should
focus
on
resilience
international
cooperation,
without
overlooking
sustainability
control
excessive
resource
extraction.
