Abstract The high-quality multi-tiered urban development model represents a globally shared concern. Investigating the comprehensive levels and synergistic relationships among smart cities, urbanization, low-carbon cities holds significant importance for achieving sustainability. This study establishes theoretical framework understanding coordinated interactions while constructing city-urbanization-low-carbon city (SUL) system characterized by multi-dimensional interactions. Utilizing first-tier Chinese as research samples, this investigation employs entropy weight method, Technique Order Preference Similarity to an Ideal Solution (TOPSIS) model, coupling coordination degree examine level of SUL system, analyzing characteristics subsystems. findings reveal: (1) Although preliminary achievements have been made in systems, developmental disparities persist with megacities represented Beijing, Guangzhou, Shanghai, Shenzhen, Chongqing maintaining substantial competitive advantages. Introduction As a crucial strategy for promoting urbanization in China, smart city construction introduces new momentum high-quality economic development through intelligence and informatization.
