Demand–responsive transit (DRT) provides flexible, user-centric services and is gaining attention as a solution to modern transportation challenges. Establishing minimum service level crucial for its effectiveness, yet existing methods rely on supplier-centric indicators that fail reflect user psychology the flexible nature of DRT. To address this, this study applied prospect theory from behavioral economics used logistic regression analysis stated preference survey data determine levels based perceptions. account regional variations, we classified groups primary mode, travel purpose, age, proposing dynamic tailored each group. Additionally, using maximum likelihood estimation method, estimated value function parameters theory, allowing us analyze users’ loss aversion sensitivity DRT services. The findings indicated users would accept higher fares than conventional public transportation, provided it offers shorter times. Sensitivity varied across groups, highlighting need differentiated policies. This insights optimize operations, improve satisfaction, guide policies demographic characteristics, enhancing efficiency effectiveness
