Estimates of disclosure and victimization rates for fishery observers in the maritime workplace DOI Creative Commons

Seafarers working in remote ports and onboard fishing vessels often face isolated, high-risk environments, making them vulnerable to sexual harassment, intimidation, assault. In the United States other countries, scientists, called fishery observers, are required by government be deployed alongside crews for extended periods collect essential fisheries data report potential regulation violations they witness. Although many observers who experience harassment submit official statements, true prevalence of problem is unknown due nondisclosure. This study uses anonymous responses from annual surveys distributed North Pacific groundfish halibut understand barriers disclosure estimate rates. By adjusting counts submitted statements with these estimated rates, we provide first estimates number victimized (prevalence) each year a federal monitoring program States. Model selection suggested that was influenced type experienced not observer demographics or employment year. Estimated rates (victimized reported annually via statement) were lowest (0.18; 95% CI 0.11-0.29); higher coercion hostile work environments (0.37; 0.28-0.47); highest assault (0.57; 0.41-0.73). ABSTRACT This study assessed stakeholders' perceptions of current methods and technologies for monitoring controlling fisheries activities in Namibia's Exclusive Economic Zone (EEZ). The research was prompted by reports illegal fishing inadequate resources effective oversight. Understanding views is crucial policymakers to develop suitable approaches. A qualitative investigation conducted using in‐depth interviews (18 participants) three focus group discussions (22 participants). Findings revealed that men dominate industry. Air surveillance sea patrols are the primary measures, supplemented Vessel Monitoring System (VMS) Automatic Identification (AIS) technologies. About 32.5% participants were inspectors, observers, researchers with 11–15 years experience. Most rated as good: 72.5% patrols, 65% air 80% Despite positive ratings, several challenges identified: lack funding, modern infrastructure, high maintenance costs, limited stakeholder cooperation compliance issues. These findings underscore need improvements vessel documentation authorization, adoption advanced like drones onboard cameras. highlighted importance enhancing regional coordination address posed globalization, realize state's sovereignty territorialization, EEZ still being a contested space.

Objective. To analyze legal political reforms in the Fisheries Law to enforce law and eradicate criminal act of IUU Fishing development sustainable fisheries Indonesia. Design/Methodology/Approach. Using empirical (non-doctrinal) research methods with statutory, conceptual, comparative approaches. Results/Discussion.
