Arctic shipping is a significant source of greenhouse gas (GHG) emissions, including carbon dioxide and black carbon, which intensify climate risks in the region. While International Maritime Organization (IMO) has established Code for Ships Operating Polar Waters (Polar Code) to address environmental safety concerns polar navigation, it falls short promoting decarbonization shipping. The collaboration between IMO Council, along with contributions Council’s task forces, essential but requires further strengthening. In response crisis, raised standards, leading efforts promote low-carbon growth through measures such as sulfur limits, heavy fuel oil bans, reductions emissions. Despite these initiatives, governance remains fragmented. To achieve meaningful decarbonization, must be strengthened expanded into unified regulatory framework. Additionally, enhanced Council crucial maximize their collective impact. As key player shipping, China strengthen compliance international regulations updated domestic legislation policies. By actively engaging multilateral mechanisms developing port state control inspection network, can play pivotal role advancing energy efficiency contributing more coordinated sustainable approach region’s challenges global maritime governance.
