Research on the marine science and technology innovation efficiency (MSTE) from perspective of value chain is not only an inevitable requirement for in-depth exploration Marine activities, but also important guidance sustainable development optimization economy. Based perspective, process divided into three phases: basic innovation, applied research development, gainful transformation, network DEA model used to measure MSTE 11 provinces municipalities along coast China 2007 2021; modified gravity social analysis are examine spatial correlation characteristics at different phases their influencing factors. The results show that gradually develops a sparse dispersed state close trend, pattern unicentre, polycentre networked. There no strict hierarchical structure in MSTE, revenue transformation more relevant than phase, cross-regional collaborative needs be improved. high-efficiency have strong ability radiate other provinces, can absorb large amount resources. has formed four plates two-way spillover, broker, net spillover benefit all phases, transmission kinetic energy regional obvious gradient characteristics. strength government support, industry structure, management services conducive enhancing development. Through this study, we grasp overall dynamics deeply analyze internal logic formation mechanism its so as provide scientific basis optimizing resource allocation improving efficiency.

Marine carbon sink projects are important carriers for the development and utilization of marine resources. The risk factors existing in process will significantly affect behavior project subject, then whether or not can be conducted smoothly. Based on evolutionary game method, this paper analyzes choice each subject under condition, explores influencing that promote change its action probability. results show following: (1) Government subsidies projects, but when too large, government’s willingness decreases, which may lead to significant changes decisions relevant practitioners.
