Abstract As renewable energy continues to be widely integrated, the structure is gradually transforming. The increasing grid connection of wind and photovoltaic power signifies a major shift in mix. This change particularly evident heavy load areas at regional provincial dispatch levels, where uncertainties on both supply demand sides impact daily operation systems. New strategies are urgently needed address these uncertainties. paper introduces two-stage day-ahead intra-day coordinated multi-level method that considers regional-level provincial-level systems, addressing supply-demand from perspective grid-level unmet peak shaving. Unmet refers cannot met solely by output units. At level, unit model for shaving developed. We introduce concept and, based peak-valley weighting, propose multi-province method, improving approach considerations. robust optimization constructed dispatch, it solved using Karush-Kuhn-Tucker (KKT) conditions Column-and-Constraint Generation (C&CG) algorithm. Finally, case study results validate proposed model's effectiveness, demonstrating its ability provide an optimized grid-provincial strategy under uncertainty.
