China’s rapid urbanization has driven significant economic growth, but also resulted in resource depletion, ecological degradation, and inefficient land use, collectively hindering sustainable development. In response, pilot policies for “low-carbon cities” “carbon emissions trading” have been implemented to enhance urban use efficiency. This study evaluates the green efficiency of 282 prefectural-level cities China from 2006 2023, using non-expected output super-efficiency SBM model. Some serve as sites both trading.” A multi-period Difference-in-Differences model is employed empirically assess impact mechanisms this “dual-pilot” policy on The findings indicate following: (1) dual-pilot significantly improves efficiency, with coordinated implementation yielding greater gains than single-policy approaches. (2) Mechanism analysis suggests that these by promoting technological innovation industrial agglomeration. (3) Heterogeneity reveals policy’s stronger western regions, high human capital, large centers, areas stringent environmental regulations, non-resource-dependent cities. (4) Spatial econometric shows while low-carbon improve local they create a siphoning effect neighboring areas, positive impacts observed within 100–600 km range, diminishing turning negative beyond 600 km. These insights provide valuable framework planning, emphasizing importance adaptive, context-sensitive design addressing complex challenges.
