Benchmarking railway infrastructure managers (RIMs) has become a crucial tool in the context of European transport market liberalization, facilitating efficiency improvements and strategic decision-making. RIMs face challenges increasing capacity, optimizing operations, ensuring competitive, safe, economically sustainable services. To address these challenges, this study proposes hybrid benchmarking model that integrates Principal Component Analysis (PCA) to identify key performance indicators (KPIs) reduce data dimensionality, Grey Best–Worst Method (G-BWM) determine KPI weight coefficients based on expert evaluations, Assurance Region Data Envelopment (AR-DEA) assess relative while incorporating real-world constraints. The research findings confirm RIM8 is most efficient unit, driven by high electrification levels, strong accident prevention measures, optimal use infrastructure. In contrast, RIM2 RIM4 record lowest scores, primarily due poor safety performance, infrastructure-related delays, suboptimal resource utilization. By introducing constraints through AR-DEA, ensures assessments reflect actual operational conditions, rather than relying unrestricted allocations. main contribution lies developing systematic objective framework for evaluating RIM efficiency, consistency reliability measurement. practical implications extend policy development decision-making, providing insights managers, regulatory bodies, policymakers optimize allocation, enhance resilience, improve sector sustainability. results highlight factors offer guidance targeted improvements, reinforcing as valuable long-term management investment planning. offering quantitatively grounded assessment, contributes competitiveness sustainability networks across Europe.
