The Three-North Shelter Forest (TNSF) program is a significant ecological safety barrier in northern China, where both climate change and anthropogenic activity contribute to the increase vegetation coverage observed. However, comprehensive effects of these factors on have not been accurately quantified yet. This study utilized Global Land Surface Satellite (GLASS) Advanced Very-High-Resolution Radiometer (AVHRR) Fractional Vegetation Cover (FVC) data, meteorological spatial distribution engineering analyze spatiotemporal variation FVC TNSF region China during period 1982–2018. A partial correlation analysis residual were performed determine relative contribution overall effect governance. Quantifying progress towards the United Nations (UN) Sustainable Development Goals (SDGs) requires countries to make profound changes and major efforts in monitoring measurement. However, there is still a need for simple easy-to-use means quantify subnational SDGs performance determine applicability of remote sensing big data tools, such as night-time lighting, tracking sustainable development process. This study used hierarchical clustering principal component analysis (PCA), construct regional index (RSDI), which aims China's at level 2013–2020. The average R2 linear regression between RSDIs from 2013 2020 0.9.
