Abstract
One
largely
neglected
focus
in
the
analysis
of
mission-oriented
innovation
policies
is
mission
cocreation
between
stakeholder
groups
advocating
different
solution
directions.
In
this
paper,
we
introduce
management
concept
ambidexterity
to
study
how
arenas
influenced
by
actors
aiming
continue
existing
pathways
(exploitative
innovation)
and
alternative
(explorative
innovation).
Our
case
on
Dutch
circular
agriculture
highlights
an
initial
top-down
strategy
development
was
dominated
exploitative
forces,
despite
ambitions
secure
broad
participation.
Government-led
efforts
still
engage
exploration-minded
actors,
restore
ambidexterity,
were
hampered
potential
contributors
feeling
excluded
from
policy
process.
These
findings
underline
risk
that
openness
missions,
required
for
involvement,
might
also
reinforce
pre-existing
contestation
pathways.
Overall,
our
demonstrate

trade-off
