Enhancing the eco-efficiency of municipal solid waste (MSW) services is pivotal for shift toward a circular economy. Although Data Envelopment Analysis (DEA) method widely used, it susceptible to overfitting, potentially distorting assessments. This study applies efficiency analysis tree (EAT) method, which synergizes machine learning and linear programming, offering more reliable framework evaluation in MSW sector. innovative approach provides deeper insights into optimal levels operational costs unsorted waste. The research encompasses case 98 Chilean municipalities from 2015 2019, uncovering significant disparities expenses quantities, underscores necessity customized management approaches. average scores 2015–2019 range between 0.561 0.566. means that assessed can reduce by amounts ranging 1,632,409 tons/year (2016) 1,822,663 (2018). Potential economic savings estimated are 105,973 USD/year (2019), represents 44% total costs. Additionally, investigation effects external factors on furnishes nuanced perspectives guide policymakers authorities developing effective, context-specific strategies. Beyond refining evaluations, this contributes informed decision-making processes, aiding progression sustainable practices.

Municipal solid waste incinerator fly ash (IFA) reutilization is energy-intensive with expenditure and secondary (Sec-FA) generation. Technology innovation deployment are necessary for better IFA reutilization. Herein, potential benefits of technology by fuel substitution, heat recovery Sec-FA reuse preferable plasma melting, sintering technologies were evaluated life cycle assessment (LCA) costing (LCC). Results show that melting could gain more environmental economic benefits, respectively bring approximately 132 to 173 RMB/t profitability, among which 32–36% optimization effect. A regional transition in China from shows GHG mitigation (0.48–0.79 Mt/yr) (322.21–537.02 million RMB/yr). Policy scenarios indicated enterprise will lose 360.70 if zero-subsidy provided.
