With global population growth and accelerated technological innovation, human activities have expanded, leading to worsening ecological degradation more frequent disasters, particularly in vulnerable underdeveloped mountainous areas. Western Sichuan, predominantly consisting of cities, has unique geographical conditions that not only hinder socioeconomic development but also create an environment conducive disaster occurrence. This study, therefore, investigates the resilience cities western Sichuan. Using support vector machine (SVM), this study predicts geo-disaster risks. Shapley values from cooperative game theory are employed optimize three evaluation methods, TOPSIS, Grey Relational Analysis (GRA), Rank Sum Ratio (RSR), calculate social values. Finally, determined by integrating risk with resilience. The dynamic resilience of road networks, threatened by rainstorm-induced waterlogging disasters, is crucial for recovering and reconstructing urban functions. We established a event impact mechanism dividing the process this disaster on network into four stages. To ensure that we can accurately evaluate during disaster, constructed dual-resilience model based performance topology with two angles. On basis, compare different recovery strategies including average strategy, key stacked, opening low-altitude routes. results show better in short term choosing to open routes, long an strategy. In addition, strategy essential are implemented best rainstorm occurrence stage.
