In recent years, the increasing complexity of natural disasters has highlighted limitations existing emergency material assistance systems. To address these challenges, this study proposes a collaborative adaptation mechanism for “peacetime and integration” develops supplier evaluation framework. The framework incorporates multi-dimensional indicators such as profit, business credit, regional advantages, capability. Using DEMATEL-ANP-based model, L2 is identified optimal choice with weight 0.285. A fuzzy comprehensive assessment approach applied to classify materials based on demand urgency, identifying drinking water, rescue tools, medical supplies, other critical items priority resources. vectors range from 0.1540 0.9909. This enhances management through improved information systems, better control processes, unified assurance strategy. It provides theoretical support practical guidance more scientific standardized disaster practices.

Abstract Flash floods are a significant threat to urban development in Malaysia, often reported be related construction activities. The activity is one of the stages any project. This research aims develop comprehensive framework using Fuzzy Analytical Hierarchy Process (FAHP) for prioritizing flash flood risk index new projects. methodology involves constructing hierarchical model vulnerability factors, conducting expert assessments fuzzy logic handle imprecise and uncertain information, converting qualitative data into quantitative ratings. Six experts from academia, industry, government were involved assessing factors influencing during projects’ pre-construction phases. Findings reveal that phases best management practices (BMPs) critical mitigating risks. FAHP effectively prioritizes index, offering scientifically validated flexible approach decision-making. study contributes field by providing robust method integrating judgments handling uncertainties assessment. demonstrates effectiveness improving projects Malaysia. enhances decision-making addressing identified gaps, ensuring more resilient sustainable infrastructure development. Future should focus on refining developing user-friendly tools wider planning adoption.

ABSTRACT Typhoon‐induced heavy precipitation has a critical impact on railway networks. However, existing studies have not adequately considered the role of geographic factors in propagation disasters within networks, and typhoon process further complicates situation. This study analyzed traceable data train disruptions caused by Typhoon In‐Fa across multiple periods, reconstructed temporal evolution disaster, quantitatively assessed its China's network. The results show that damage recovery stations lines significantly affect expansion contraction dynamics disrupted transportation disruption propagates through network, impacted interconnected nodes, lines, adjacent areas beyond disaster zone. affected epicenter shifts with typhoon's movement, but dissipation demonstrates spatial persistence effect. Furthermore, we extracted organization mode paper provides systematic foundation to enhance prevention mitigation capabilities for Chinese railways.

Abstract Urban flood monitoring is crucial for understanding processes and implementing management strategies. However, current systems cannot comprehensively capture urban flooding dynamics. Here we explore the use of cutting‐edge Large Multimodal Models (LMMs) to estimate floodwater depth from ground‐level images, as alternative observational approaches. Evaluated on two image data sets, LMMs generate estimations exhibiting acceptable concordance ground truth, with GPT‐4 achieving highest accuracy 0.65 a Spearman correlation coefficient 0.88. Furthermore, combined effect complexity textual prompt found influence LMMs' performance. Our study systematically demonstrates, first time, that can be effective tools imaging‐based monitoring, enlarging forecasting model calibration.
