The recent rise in temperatures urban areas has raised concerns about various health problems, such as heat-related illnesses. This study quantified the number of individuals exposed to outdoor heat during daytime summertime waterfront area Tokyo. Conventional meteorological observation and administrative data are insufficient for high-resolution analyses people flow conditions environments. Therefore, this introduced a new methodology combining computational fluid dynamics (CFD) mobile phone global positioning system (GPS) data. A numerical simulation was performed estimate wet-bulb globe temperature (WBGT) by analyzing radiation models. WBGT parks determined be approximately 27 °C, while on-road exceeded 29 °C. Simultaneously, pedestrian density assessed collecting GPS data, revealing that pedestrians concentrated near stations, office areas, shopping districts within 5 km × area. Furthermore, review stroke cases (2010–2020) indicated yielded stronger correlations with than considering alone. Finally, risk index established, integrating heat, flow, aging rate, which more accurately predicted cases.
