The increasing demand for drinking water due to population growth presents significant challenges the Among Tirto Water Utility (ATWU) in Batu City, East Java, Indonesia. In 2022, ATWU faced low service coverage (36%) and high loss (38%), exceeding 20% threshold. Some previous research discusses System Dynamics (SD) used overcome shortage problem. this study, SD is excess water. Therefore, This study aims enhance efficiency by adding piping networks controlling losses. uses an approach method that includes simulations from 2017 2042 or 25 years using Powersim application. Methodologies include analyzing availability, constructing causal loop diagrams (CLD) stock flow (SFD), verification, validation, designing policy scenarios. required data are number of customers, coverage, actual production capacity, loss, total community consumption, business revenue, expenses, other related management ATWU. identifies Scenario Two as most effective addressing location-specific issues. If control implemented reduce rates 20%, could expand 58.44%, availability a projected profit 3.6 billion rupiahs 2042. results can improve operational facilitate better decision-making City.
