The article considers approaches to risk assessment in the functioning of urban energy systems order develop an effective management strategy based on regulatory approach. analyses and highlights normative approach as a basis for management, which requires introduction qualitative impact external internal factors provided by documents. main problems are analysed identified, particular, need integrated importance assessing not only individual components system, but also interrelationships between them processes that occur within system have both technical environment. This study examines methods for assessing the risks of energy systems that supply urban areas based on an integrated approach in which a qualitative assessment takes into account internal and external impacts as element multifactorial analysis.
