This paper uses the two-way fixed effects model to empirically examine impact of World Uncertainty Index (WUI) on Green Patents (GPs). Quantitative results indicate that WUI negatively affects GPs, meaning world uncertainty significantly hinders green technology innovation. effect is mediated through relaxed environmental regulation and reduced financial support. These findings underline increased decreases both variables support, thus delaying innovation technology. Low-income countries’ weak economic technological bases have a statistically insignificant negative GP. However, significant indicated for high-income countries, reflecting their higher sensitivity uncertainties. The WUI’s more GPs experienced in middle-income countries due continuous development less adaptability.

Key core technologies have become the focal point of global technological competition. For latecomer countries, formulating effective science and technology talent policies to stimulate researchers’ motivation innovation potential is crucial for mastering these key technologies. This study uses a sample 1363 publicly listed enterprises in China from 2011 2023 investigate impact on R&D enterprises. The findings are as follows: (1) Science significantly promote R&D; however, their stronger non-key utility model than R&D. Further found that crowding-out effect certain extent, former latter. (2) As intensity policy support increases, its also strengthens. Moreover, related subsidies, incentives, introduction, high-level all facilitate R&D, although effects vary across types. there no interaction between subsidies or support, but an offsetting other policies. (3) positive exhibits time lag, generally ranging 4 5 years. During this lag period, number patent declines by 8.475% 28.283%, while citations patents decreases 55.696% 73.214%. (4) significant promotional most pronounced non-state-owned those with high investment, such do not notable state-owned low investment. demonstrates countries can effectively designing Based findings, recommendations made enhance policies, optimize synergistic extend duration implement differentiated measures execution.

In the 21st century, China’s electric vehicle (EV) industry has demonstrated remarkable growth, rapidly catching up with and surpassing other nations in scale development. Understanding policy mechanisms behind this rapid ascent is crucial for analyzing evolution of EV sector making informed decisions its future This study provides a comprehensive analysis policies from 2009 to 2023, projections through 2027, using mixed-method approach that incorporates text mining, co-word network analysis, BERT-based trajectory models explore operational logic various frameworks predict directions. The findings reveal distinct phases policies. Initially, focus was on building industrial capacity supply-side measures, laying foundation growth. As matured, expanded include demand-side incentives environmental regulations, reflecting shift towards balanced sustainable approach. Our research shows early significantly influenced later adjustments, highlighting role path dependence. By mapping policies, offers framework predicting trends, providing guidance Chinese policymakers offering strategies would allow countries effectively compete China. Ultimately, underscores importance adaptive coordinated fostering growth strategic industries, valuable lessons China beyond.
