Within the framework of China’s “Dual Carbon” strategy, numerous cities have articulated visions and objectives for optimizing travel structure transport to further urban sustainable development goals. A critical challenge lies in minimizing CO 2 emissions from road networks while meeting diverse demands. However, at present mode shares are set arbitrarily may not be realistically achievable. When government officials establish targets, they adequately consider intricate balance between residents’ demands low‐carbon objectives. To address this issue, paper presents a dual‐layer optimal allocation model modes, which simultaneously addresses demand management carbon emission control. The upper‐layer evaluates with help speed‐dependent factors various lower‐layer leverages logit Stochastic User Equilibrium (logitSUE) yield velocities segments under array structures. sophisticated fusion algorithm, integrating Dial_MSA algorithm genetic (GA), is developed solve model. proposed tested on large‐scale real network show its robustness scalability. derived study can provide theoretical foundation empirical support policymakers planners setting infrastructure goals strategies.
