New energy vehicles (NEVs) are crucial in addressing environmental pollution and shortages. Their widespread adoption has been hindered by challenges such as inadequate infrastructure limited market competitiveness. To promote the development of NEV, local governments China have implemented various policies. However, resource constraints within regions created inherent conflicts among policy objectives, while regional disparities emerged due to differences status characteristics. This study aims model complex competitive cooperative mechanisms different NEV objectives compare their variations across three key regions: Beijing-Tianjin-Hebei (BTH), Guangdong-Guangxi-Fujian (GGF), Yangtze-River-Delta (YRD). Firstly, topic Latent Dirichlet Allocation is applied on 857 policies from 2010 2021, identifying six core namely production technology, infrastructure, financial support, demonstration, industrial management protection. Then, Lotka-Volterra employed examine mechanism these objectives. Decarbonization potential estimation is critical to calculate and measure a specific area's actual greenhouse gas reduction capacity. However, it often challenging estimate decarbonization potential, especially when dealing with large diverse urban areas. Therefore, necessary study the carbon footprint in area before evaluating potential. This aimed develop methodology for estimating district applying La Carrasca neighborhood Valencia City, Spain. The concept behind selecting smaller encompassing multiple sectors, including residential services, rather than an entire city was concentrate on overlooked details, streamline information processing, consider factors that are otherwise unfeasible larger chosen. proposed method considers all emissions according scopes 1, 2, 3 (direct emissions, primary indirect other respectively) possible measures, renewables, nature-based solutions, electrification, improved waste management. utilizes several tools achieve these objectives, HOMER, QGIS, DATADIS, Google Earth, Excel. results of this showed 7488 tons CO2, representing bit more 11% its overall total cost per emission saving during lifetime analyzed technologies 200 €/tCO2. achieving complete would require aggressive mitigation government incentives, policy changes, new changes habits among population.
