users'
access
practices
from
off-grid
like
municipal
or
private
borewells
remain
resilient,

everyday
governance

systems,
costs
building
through
borewells—obtained
a
participatory
action
research
project
where
94
households
recorded
month-long
using
'water
waste
calendar'—reveal
that
Tiruppur's
public
an
affordable
mostly
inclusive
measure
but
far
transformative.

diverse
arrangements
for
unevenly
enable
user
participation,
impose
invisible
female
members
borewell-reliant
households,
create
differentiation
service
quality
across
