The geopolitical conflict between Russia and Ukraine has escalated into international trade sanctions targeting Russia's energy-related products. Here we combine a global general equilibrium model an atmospheric source-receptor to explore the environmental, economic, public-health effects of varying intensities sanction measures. Our results indicate that trade-offs economic development environmental pressure might not be directly proportional, where one-fifth regions (e.g., Russia, China, Central America) would experience co-harm situation decreased GDP increased emissions health risks). Coal burning is a major contributor to air pollution. Selecting the optimal coal alternative path with economic feasibility and maximum environmental benefits an important policy choice mitigate It could provide basis for design of energy transition policies green development resource-based cities. This study designed substitution based on multi-objective optimization model, explored in cities goal minimizing costs maximizing substitution, assessed emission reduction potential pollutants. The results show that: (1) by 2025, consumption area must be reduced 85%. 90.00% coal-to-electricity 10.00% coal-to-gas civil sources 83.94% 16.06% industrial boiler sources. (2) 2030, 75%. 78.80% 21.20% (3) implementing policy, emissions six key pollutants such as SO2, NOX, CO, VOCs, PM10, PM2.5 decrease significantly.
