Infectious disease outbreaks present ongoing and substantial challenges to health systems at local, national, global levels, testing their preparedness, response capabilities, resilience. This study aimed identify analyze critical system-level factors that influence infection outbreaks, focusing on the experience of COVID-19 pandemic in Korea. Conducted as a secondary data analysis, this utilized national datasets from Given inherent spatial dependencies spread infectious diseases, we employed lag model data. While city-specific characteristics did not emerge significant factors, system variables, particularly number community centers budgets, showed course outbreak, along with autocorrelation coefficients. Our findings underscore importance enhancing public healthcare infrastructure, considering regional specificities, promoting collaboration among local governments bolster preparedness for future outbreaks.
