Abstract In this study, a phase of metasurface is proposed based on rotational ring configuration, whose tuning principle associated with its conversion between spin angular and orbital momentum. The focusing vortex beams could be obtained steerable focal plane. spin‐selection mechanisms shifting process depend the corresponding momentums. To promote practical application, relationships mechanical performance, i.e., limited circumvolution angle optical properties including range length momentum are analyzed discussed, indicating that demand implementation would lower by increasing converted sparse aperture then demonstrated as an effective solution to implement involved high This work will pave way for designing tunable facilitating their applications in areas manipulation vortex‐based communication.
