The article deals with the features of functioning and development rural areas as basis for formation social infrastructure in educational field. author studies basic problems state program areas, analyzes indicators socio-economic development, creates a framework national project “Education”, applies method forecasting key indicators. Moreover, developing analyzing cost parameters; develops approaches to predicting changes maintenance preschool institutions; considers relationship most significant factors their functioning. Due quantitative assessment structural changes, forecast values costs future periods have been revealed. Risk assessment methodology for environmental monitoring in construction

In order to conduct environmental monitoring, the concept of risk-based thinking should be introduced into monitoring procedure measurements (tests) and research. Risk-oriented is implementation preventive rather than corrective actions determine points where a risk or nonconformity may occur, identify these risks, gradation risks depending on probability occurrence level severity, establish measures for each responsible persons. Thus, this article defines gradations in (tests), studies during using scales level.
